Yes. All quotas and targets currently visible on the APIs are specific to the supplier. Our goal is to provide dedicated supplier allocations so that suppliers aren’t forced to compete for a quota.

Yes. Quotas and allocations can change during the course of fielding. For example, a Research Desk user may close a quota that is pacing ahead of plan. Also, if a supplier is underperforming, their quota may be re-allocated to another supplier to ensure the project fills to completion.
